The Chairman of the Study Group on Quality of Service of the World Telecommunications Standardisation Assembly (WTSA) of the International Telecommunications Union (ITU), Mr Kwame Baah-Acheamfour, has pledged to develop standards for critical services such as teleconferencing and telemeeting which could cut flight travels and effectively reduce green house effect on the atmosphere
"The airline industry contributes an estimated three per cent of global greenhouse gas emissions – nearly as much as the entire African continent," he said, adding that, the seriousness of the situation calls for innovative ideas to reduce the impact.
He made the pledge in a telephone interview from his base in Dubai, shortly after he was elected chairman of the Study Group and noted that he will use his expertise to develop standards which when implemented could influence the reversal on the ban of voice communications when driving.
Mr Baah-Acheamfour, who is a Deputy Director at the National Communions Authority (NCA), will be in the chair for the next four years (2013 to 2016) at the International Telecommunications Union.
"For me, this is an opportunity to further lead the challenge of developing and implementing standards that will improve service quality and user experience to telecom customers in Ghana and across Africa," he said.
From the next study period, he noted that "the world can expect new and modified standardisation on the planning and operations aspects of telecom which could be adopted especially in developing countries to ensure better service quality and user experience and also to develop standards which when implemented could influence the reversal on the ban of voice communications when driving."
Mr Baah-Acheamfuor becomes the first African to lead a Study Group on Standardisation at the International Telecommunications Union.
Until his appointment, Mr Baah-Acheamfuor has been the Chairman of the African Study Group on Quality of Service for the last two years.
Of the appointment, he will now lead the studies on Quality of Service (QoS) and Quality of Experience (QoE) of telecommunications terminals, networks and services.
The WTSA also expanded the mandate of the Study Group to be the lead study on driver distraction and voice aspects of car communications.
Mr Baah-Acheamfour takes up the challenge of leading the standardisation on the planning and operations aspects of telecom which would offer better service quality and user experience.
About what this means to him, the NCA and Ghana as a whole, he said "Ghana has benefitted from the ITU bridging the standardisation gap in its participation and contribution to the studies at the ITU."
Mr Baah-Acheamfour said the elevation would expose the NCA to how a public service organisation could recruit, train and retain officials to lead a Global Standardisation Group.
The WTSA 2012 which is held every four years ended in Dubai on Thursday, November 2012, and was attended by more than 1000 delegates from close to 120 countries from all over the world.
Ghana's delegation on the WTSA-12 was led by Mr Haruna Iddrisu, Minister of Communications; Mr Ofosu Adarkwah and Mr Issah Yayha, Chief Director and Director of Policy Planning, Monitoring and Evaluation respectively at the ministry.
In a related development, Mr Isaac Boateng also of the NCA was appointed the Vice Chair of the Study Group on Signaling Requirements and Protocols.
